On March 20, 2001, the City of Midland established Tax Increment Reinvestment Zone Number 1, Ordinance Number 8005, to address the declining economic conditions plaguing Downtown. The 449-acre Downtown Midland TIRZ, shown below, encompasses approximately 5.35 million square feet of office space, 249 hotel rooms, and several blocks of undeveloped land.  The area is the city’s largest employment center and contributes over $3.5 million in real property tax revenue annually to all jurisdictions.
